Decorating the loft

Hi, Here is a independent loft (in the third floor) which has almost 25-30 square meters, i hope it could be renovated as a small apartment (With a bathroom, a kitchen room as well as a bed room+living room). i have consulted with my neighbors they said we are allowed to do such renovation, also i was told the same information by a friend after he checked the building description brochure. Especially, some of our neighbors have got the approval from Kummune and done the renovation already in their lofts, just nearby our building, exact same architecture style for those buildings.
