Architect wanted / planning application / dormer windows

I am looking for a qualified person to help me with planning / drawing plans and application process to Asker Kommune to extend attic rooms. Please see the picture attached, this is a sample of roof / dormer windows i am thinking of. The idea is to make bigger rooms on the top floor of the house and maximise space.
