Build 15m LONG noise wall/støyskjerm

Need to build 15m long noise wall/støyskjerm The total length is around 15 meters. The height of the Concrete basement should be no less than 80 cm (freeze line is 80 cm). The height of the wall is 2 meters above ground, and two layers board for better noisy isolation (maybe need Rockwool in the middle of two layers).
