Request for information (RFI) - Hold Baggage Screening (HBS) in compliance with EU regulation 1087/2011
Introduction
In connection with implementing eu Regulation No. 1087/2011 for hold baggage screening Avinor as intends to update the solution for screening systems integrated in the baggage handling systems at a number of Avinor’s airports.
At larger airports eds standard 3 screening systems will be installed. At smaller airports Avinor will consider ways to comply with the eu Regulation by means of less advanced types of screening systems in combination with other routines of operation.
These Avinor airports are currently equipped with screening systems based on eds standard 2, one in-line screening machine at each airport.
Estimated scope
The following airports are in question of implementing an alternative technical solution:
- Kristiansand Airport Kjevik (May be omitted, decision expected medio March)
- Aalesund Airport Vigra (May be omitted, decision expected medio March)
- Molde Airport Aaroe
- Kristiansund Airport Kvernberget
- Harstad-Narvik Airport Evenes
- Bardufoss Airport
- Alta Airport
- Kirkenes Airport Hoeybuktmoen
- Svalbard Airport Longyear
- Options for further machines
Technology
Avinor as wishes to evaluate relevant technologies for easy operated and cost efficient Hold Baggage Screening in compliance with the above mentioned eu regulation.
These airports operate all with less than 1. 5 million passengers per year.
It is desirable that screening equipment that can be offered is also able to handle oog baggage. This requires sufficient tunnel opening and capability to handle baggage units at lengths up to 2. 5 meters. As it is expected that these types of screening routines will require a larger extent of work station examination of screening images, the actual machines must for capacity reasons have the capability to connect to multiple parallel work stations.
Time frame
The eu Regulation requires new equipment and routines to be implemented no later than September 1st, 2022.
Avinor intends to evaluate and select actual technological solution within the first half-year of 2019, and thereafter request for Tender for new screening equipment. It is Avinor’s intention to enter into a frame agreement for delivery of screening equipment before the end of 2019. Time frame for installations will be detailed later, however the installations are expected to take place from last quarter of 2020 until summer 2022.
Inquiry
Avinor wishes in accordance with the information given above to gather information about relevant technological solutions available in the market, and requests for information from actual suppliers of screening equipment about which solutions are available and can be offered for installation within the given time frame. For relevant systems the supplier must have a perspective for the equipment to be supported for the next 15 years after installation.
Examples of relevant information to be included in response:
- Is it possible to log on to the system remotely for instance for technical support?
- Can the product be supplied with Dash-board solutions for Supervisory Control?
If yes, please submit information about the solution.
- Possibilities for establishing remote screening (centralized screening operator room).
- Does the product provide interface for scada systems and/or will it be supplied with other similar technical supervisory systems. If yes, please submit information about the solution.
- Information about server solutions.
- Time from order to delivery.
- Information about tip-solutions.
- Data sheets.
- Information about local service availability. Description of service organisation and available languages (Norwegian, English or other).
